A fourth generation Californian, Phil's great grandfather, Frank Wyman founded the lime and cement industry at Oro Grande and Tehachapi in 1886 while his grandmother, Emma Wyman helped found the Victor Valley's first public school.
Phil received his Bachelor's degree in Political Science and Agricultural Economics from the University of California, Davis, and his Juris Doctor degree from the University of the Pacific's McGeorge School of Law. Additionally, he completed graduate studies in International Law at the Ateneo de Manila University in the Philippines.
Phil served in the Air Force during the Vietnam War, and won the Air Force Commendation Medal for his service in the U.S. Embassy, Manila, Philippines.
He is currently a member of the American Legion, Farm Bureau, and Victorville, Ridgecrest and Hesperia Chambers of Commerce. Phil is currently involved in the management of the Wyman Family Ranch in Tehachapi and is also an established businessman, promoting jobs and economic development in the High Desert.
During his service in the Legislature, Phil was known as the "taxpayer's best friend and the criminal's worst enemy." He served as Vice Chairman on following Assembly Committees: Agriculture, Water, Parks and Wildlife, Economic Development and New Technologies, and International Trade.
